    I would drain the tank and use it for something else because it could be a while you never know when you’ll need the generator again.
    I see it’s been a while since you posted this question what did you decide on?

    if you wanted to take that cap off you hold that lever up while you’re turning the cap.

    check out the pressure assisted toilets.

    usually you can cut out a square in the opposite wall creating a removable access panel to work on it without ripping up the front.
    any handyperson can do this.

    sometimes what will happen is a wire will loosen up if the back wire (speedwire) holes are used instead of the screw terminals.(don’t know if you used these or not)
    go back and make sure everything is tight and avoid using the back wire holes if possible.

    try pulling the chain straight out instead of down.
    if it works any easier then you may be able to apply a little silicone grease to the chain where it rubs on that guide as it exits the motor.

    he meant adding some 12 awg wire to a 15 amp breaker fed circuit.
    no need to make an issue about it.

    you can buy parts to repair a shutoff valve if it’s going to be a federal case to replace it.
