if you can get a hold of the head of the screw with needle nose pliers and twist to the left while pulling should come out
If you can get a flashlight and look up the chimney to to see the vent you will know. could build a small fire and do it that way
Not sure how it is done in Ca but in Texas we had a surveyor that came out before we bought the house and was given diagram, it even shows on our tax information online for our county You might want to try the court house or if you have some friends/relative in the area and see if they can help.
You might also want to take the back off and look at the crt (mother board) and see if there are any dark circles on the soldered part if so then you would need to replace the circut board.

Other than what you have already thought of I cannot think of anything, You might want to ask your neighbors how they have their shutters attached so it could help you decide.
Before you start turning make sure it is secured in the wall.
If it is the old kind that has a circle on the end use a crow bar to turn it and make sure you have someone there to hook it for you.
There are self leveling concrete material that you should be able to purchase from a hardware store like Home Depot Lowes depending on where your rooms are is where you would want to start. Like the entrance of each room towards the middle and work your way out. Get you a moisture barrier if your going to install floor covering
