Try not to tear the paper…..start from an edge and apply the heat and use a scraper/putty knife to start to loosen the contact paper…..
Apply the heat and pull…..double the paper over on the adhesive and continue to heat and pull……
You’ll need a solvent to remove the remaining adhesive from from the wall.

And generally the window sash are not removable from the frame so all the re-Glazing is done in place…….

The two rods are a “current” NEC requirement…..your installation may be older……Good solid connections are required……
The Pipes are bonded to insure they are “grounded”…..NOT to establish another ground….di-electric unions and plastic pipe often break the ground…..
Using the Phone/surge protector at the computer is a good idea to protect any device “downhill” from that connection……BUT that still leaves any other phones vulnerable to surges…….perhaps a “system” protection is needed………
A local Electric Utility has begun “renting” meter base surge protection……..

A WHOLE HOUSE surge protector….installed in the main panel……is easy cheap protection……
The Main panel should be Grounded with two ground rods…….and plumbing bonded to those ground rods……
Then every electronic device should have a quality surge protector plugged into a GROUNDed outlet…..the surge protector must be grounded for it to work……
And the phone line or cable needs protection too……….
PASSIVE….It’s always there working Rain or Shine…….I DON’T unplug or even discontinue using the equipment during the frequent storms……….
