The 400a doesnt look like your fill valve but does exactly the same thing. Your valve uses a “ball float” connected to an “arm” or rod and the 400 uses a canister float that slides up and down the body of the fill valve and is connected with linkage. When either type float drops (after a flush) it opens the fill valve and lets water enter the tank. When the tank fills the float rises and closes the fill valve and stops the flow of water.,, unless the seal is bad,, then water will continue to sneak past the seal and eventually rise above the overflow tube and drain down into the bowl
The fill valve and flush valve are NOT integrated. Thier only relationship is the small rubber refill tube from the fill valve to the overflow pipe. That fills the bowl after a flush as the fill valve refills the tank. It’s not rocket science lol. The fill valve fills, the flush valve empties. They are separate units
