Toliet Fill Valve troubles

“Lower the clip on the rod & float” I don’think this model fill valve has a clip or I’m not understanding what you’re saying here, maybe you can expand on this but I did try bending the rod downward so the float is as low as possible in the tank. All that did was make it longer for the water to eventually rise above the flush valve. I also tried adjusting the screw at the top of the fill valve but that didn’t help either. Maybe you’re not familiar with this type of fill valve, it was installed in ’85.
