Lower the clip point

Here’s the only thing I can think….

If you haven’t done so…

There is a clip on the thin vertival rod and the float. Lower the clip as far DOWN the rod as you can. This should make the water stop filling the tank before it reaches the top of the tube. Some fine yuning may be needed after than for a “good” flush.
