i wired a three way switch into a hallway i have and after i got it wired i turned on the breaker and checked the voltage with a multimeter, when i flipped either one of the switches i got 125 volts, but when i flipped the other way, (off), i had 60 volts going thru the hot wire yet, is this normal???

Are you using a DigitalVoltMeter(high Inpedence device)? If so, this reading is nothing to worry about. My DVM does it all the time. Check it with an analog device(low impedence) and it will probably read zero. If the switches work, don’t worry about it. HTH
