      No. Insulating the pipe will not help prevent frost closure if you are prone to this problem in your climate region.

      Better to heat the vent pipe with heat tape. It will provide better results.

      Inuslation will also not prevent condensation leaking. In fact there should be no “condensation leaking” with any properly installed vent pipe through a roof anytime ever…

      Gotta know what you are venting(furnace,sewer or exhaust) if we are talking about a vent for a shower fan/light combo they have condensation problems if they are not vented properly (have too many elbows or too long of a run) and the manufacturers recommend insulation through attic space or adding a run timer so the unit does not shut off with steam in the system.
      If you are talking about a furnace or sewer vent you should not have any external condensation.
