I am planning on reroofing with architectural style fiberglass shingles on a 3/12 pitch. The existing roofing is tar/gravel. I tried to remove a section of
this, unfortunately it was installed with the first layer of felt adhered to the sheathing with

tar. Needless to say, it is very difficult to remove. I would
like to know if I can install shingles over this, with any special precautions I should take, or for any advice on how to remove the existing roof.
      Thank you.

Recommend removal of old tar and gravel roof.
Spud removal bars available from roofing supply houses will greatly assist in job. If roofing is hot mopped to deck, removal of decking might be necessary. Consult Asphalt Roofing Manufacturer’s Assoc. for

low slope installation recommendations. Pitches ranging from 2 and 3 in. per ft. require 2 plies of 15 lb. felt or special water proofing membranes. Consult your shingle MFG. for spec. Also could consult National Roofing Contractors Assoc.(NRCA)
      Note:

all bad wood decking should be replaced or repaired, check from inside if necessary.
