      I need to replace the tank kit on my toilet, but I cannot get the water to shut completely off when I turn the water valve to the off position. How can I get the shut off valve to shut the water completely off? Or do I need a plumber?

      you should just be able to shut off the circuit. I may be wrong and I know my co-mods will let me know if I am. But that is what I would do.

      Gate valves commonly installed on 3/4 inch copper pipe for main water shutoff are nortorious for breaking. First choice to shut off the supply is to find the shut off outside the dwelling. If that valve cannot be located, try looking for a plumber with an’instant freeze’ device. He can freeze the water line and replace the bad valve with a new stainless steel ball valve which should be trouble free.
