GE Television that likes to blink

Hi. I have a GE 19TVROI television that, once turned on, likes to blink on and off for a good half hour. When you change a station, it blinks off and then on. When you pop a VHS tape into it (that doesn’t work but don’t need it), that ‘command’ makes it blink off and back on – which it does repeatedly until it is warm.
I know you’ll say “just buy another one” but I am not a fan of fillng landfill sites if it’s not necessary. Can anyone help?

Colud be a cold solder connection in the hoizontal circuit. It could be the picture tube. Some times when they arc inside they give that symptom.
