GE refrigerator water issues

I have a GE GSS25LGMA WW refrigerator. Several months ago the water would not come out the door dispenser without first making a noise and finally turning on. I replaced and reset the filter. It worked off and on for a while but recently stopped coming out altogether. Any ideas of where to begin to troubleshoot this issue?

1. Water reservoir tank in the fridge compartment frozen.
