cement on tile

I have ceramic tile on the floor. I am putting in a locker system. Can I just pour the cement on top of the tile? Does anyone know if this is within codes? Yes, I am a newbie to remodeling, so your help would be appreciated?

What do you mean by a “locker system”?
What kind of subfloor are we talking?
Is this in your home/what level is it on?

Sorry I should have mentioned you can use a Masonry bit to drill though your tiles but do it very slowly or use a tile bit to do it.
