Can taking out some Fluorescent tubes hurt the fixture?

Hi there:

I have an office building and many of the occupants of the individual offices have loosened some of the light tubes in order to make the rooms not as bright. I was wondering if that would hurt the ballast or fixture in any way? The light tubes are the newer T-8 with a single ballast powering 4 tubes in each fixture normally. Most of the occupants have loosened or removed 2 tubes in one of those fixtures.
