I agree with you about not painting. Oak is a very porous wood and is hard to remove deep stains. I think your best bet is to use an ‘oxalic’ bleach remover to remove the previous stain/paint. It will go into the pores and ,I hope, remove what is there. Go to a paint supplier about the product. I don’t think a big box store can give you the infomation that you need.
