outside faucet

I understand that the faucet should be flush with the outside wall and that a new shorter faucet should be installed. My main problem is this: why isn’t there any water coming out of the faucet when you turn it on. I can’t find any kind of turn off valve for controlling the outside faucets. The one in the front yard works OK.
