It IS perfectly safe and OK to have a 15Amp GFCI on a 20Amp breaker, but not the reverse. There may be other outlets on the same breaker. This means that the one outlet cannot draw more power than 15Amps, while the entire circuit, COMBINED, can not draw more than 20Amps. This is a VERY, VERY common way to wire a circuit, and is perfectly fine with every code I have EVER heard of.
