I have an electric blower (can’t aford a high end backpack blower like some people)(Just kidding Tomh)and have the same problem. It is usually when the leaves are very dried out and light.
My blower has an adjustment to vary the air velocity I find that can help.
The other thing I do is to blow the air stream on the grass in front of the leaves. This kind of moves them along without scattering them.
