Have you considered surface mounted wiring? Do a search for Wiremold. This product is readily available at home supply stores. I have used it with success in a couple of applications where I could not run wiring within the wall or ceiling due to construction issues.

I think that I would try a sample spot using HCL. Pour some on in a small area and let it stand for a few minutes and flood generously with water. If this disolves the cement without affecting the asphalt surface, tackle the rest of the spill. You can usually purchase hydrocloric acid at home supply stores or pool supply outlets.

Look on the attic side of the stairs and note the name of the manufacturer. Go to their web site and inquire of them about a replacement spring.
