Does anyone have any free plans for a stationary boat dock, meaning …it’s in the water somewhat, but doesn’t float on the water totally? Partiallt floating. I would like to surprise my disabled hubby by building him one, if possible.

A boat dock is just like a deck, it’s just supported with poles sunk into the bround through the water. Much will depend on your location, local building restrictions, depth of the water, type of use, etc…
