We have intermittent service on two phones on the same line in our house. I checked the line coming in from the phone company in their box outside, and found a good dial tone when none was heard on either phone. I separately unplugged each phone and still heard nothing on the other. I also measured the voltage on the line during a period of lack of function and found ~40V. During a period when no dial tone was heard, an incoming call rang and was answered OK. When the call ended, dialing out was possible for a few hours but failed the next morning. What can be happening and what does anyone recommend?

check for damaged or corroded wiring that may be causing a short. Perhaps in an unused jack. The problem is on your side of the interface, so without WirePro, you will pay a fee to have the phone company fix it.
