What we call “weed mat” in the industry does do its job. The only thing is, be sure you understand what its job is. The fabric will keep down any plants that try to grow from the bottom side up. However, if you put any soil over top of the fabric, or allow debris to build up and become compost, then you are certainly not preventing weeds. You can plant a seed in your ear and bear fruit if you water it.
Seeds blow around on a regular basis when their in season, regular maintenance is the best weed control.
