So the refill valve Opens…….Phantom flush

did you check:

the length of the refill tube

The Flapper and it’s seat……..LG’s food dye tip

Open the tank and observe the flushing operation while someone tries the kitchen faucets

CLEAN the “seat” where the flapper sits……use a scrubee to remove any slimey residue or bits that allow the water to leak past

DO SOMETHING…..don’t just analyse the situation sitting at the ‘puter……..

You are Spending money to buy and dispose of wasted water…….adding to the septic tank burden.
