So start trouble shooting, turn off the water and disconnect the hose/pipe that leads up to the fill valve. Turn it back on – now what? Do the same with the shutoff valve at the toilet. I had a weird one where a piece of the rubber washer on the shutoff valve broke loose and stopped up the fill valve.
