My husband and I just bought a home where every room except the bathroom had wallpaper to be removed. My mom recommened water and vinegar, which is what we used.
We scored the paper first, then applied the water-vinegar mixture. We let it soak in, and then applied more as needed. This worked very well for us. I recommed two things: keep the paper wet (don’t let it dry out) and make sure to let it soak in well.
Of course vinegar does not smell great, but it certainly isn’t toxic (we used about two parts vinegar to one part water for the best affect).
Good luck! Removing wall paper is hard work, but the results are certainly rewarding!
