I think they are effective BUT, make sure a pro gives you advice on the volume of air being moved out as this could be detrimental if it is also removing your cooled air (if to powerful. Im no expert just a thought. if you central AC and the downstairs is cooler, try blocking a few vents downstairs to force cool air through upstairs vents, also feel around your cooling unit for air leaks and use duct tape to close up. in addition a pro can come in and balance your system if need be. if a properly powered unit was installed, it should also keep upstairs cool
