You have EFFLORESCENCE and it is caused by water weeping thru your block.

You need to clean it off with muriatic acid, but futher more must treat the outside of the foundation as well.

This most likley will involve excavating the entire exterior foundation and cost many 1000s of dollars….You then need to waterproof the exterior foundation to prevent the efflorescence from recurring.
