If you shut off the water to the house without shutting off the water heater, when the water heater turns on, the water will expand in the tank, raising the pressure, and causing the overflow valve to open on high pressure.
If you are shutting off the water to the house because you are going on vacation, etc, you should shut off the water heater too.
