Breakers do go bad, and will not reset. This may be what your problem is.
If you are familiar with replacing breakers, I would go ahead and replace it. They cost $3 to $5 for a single pole breaker.
If you are not familiar, you may want an electrician to do it for you. It is about a 10 minute job, but they may charge you a minimum for the call.
