The wood filler I used was a water based product called “plastic wood” by DAP. It does harden, I did overfill and sand with fine grit paper, but I did not use an oil based Primer. I was able to overcome the problem this time by spraying a light coat of polyurethane over the area, re-priming and finally painting again. However, in the future I think I will try Bobf’s approach. If I use the same oil based primer listed, does that mean I also have to paint over it with an oil based paint?
