the outlet at baseboard level. Disconnect and remove as much of the old wire as possible. Replacement power lines should be tacked to the framing but it’s rarely possible. It’s a pain but beats cutting open the wall. Worse case is having to cut the wall back from the center of each stud and replace the wire and then rebuilding the wall with new drywall and mud. Messy but effective.
