Wind driven rains at 100+ miles per hour will enter any type of roof vent system.

I agree with your builder there is nothing wrong with the installation and the problem is one related to living in a hurricane region and one that likely has no solution you desire.

We have a similar problem here in snow country that snow gets wind driven thru all types of vents into attics all the time, but you may not even find out until days or weeks later when the temperature rises enough for the snow to melt.

Maybe others have differing advice.
