You might try muratic acid using a stiff toilet brush with 1 acid to 5 parts water wearing rubber gloves plastic apron..boots ..and eye protection.. or if you have a lot of time on your hands go to the hardware store and get a flat tile file ( flat rectangular flexible mesh looking thing and gently sand away the morter.
