Good advice, but…

The challenge I’m facing is that Amwood Custom Homes says the foundation met code and it’s not their problem. I’m second owner, so I know I’ve got very little legal options. It’s a 9′ basement with fill to within 4-5″ of exterior siding. I know it should be at least 8″ down. In just trying to get some construction information and suggestions from them, Amwood told me not to contact them again. If anyone has opinions, please throw them out. I’m open to ideas, and someone may have a suggestion that an engineer may not immediately arrive at. Thank you very much.
