Foundation flooding

We were looking at purchasing a house until we had it inspected. The foundation is constantly damp and the street floods. The house has flooded before and has a water mark on the downstairs curtains. The house is located in Savannah Georgia (which has flooding problems) and is a very beautiful older home. I am looking for any solutions which won’t cost a fortune. Anything out there?? I’m having a hard time letting this house go. Inspector said “Run.”
