I assume this is a newer house with textured drywall rather than plaster.
If this is dry wall, and not too many coats of paint over it, you could use 100 grit sandpaper to sand it down and smooth it. You have to be careful though, as you dont want to sand down to the paper, in which case you will have to use joint compound to repair.
If it is plaster, sanding will not work, as the surface is too hard.
I for the life of me don’t understand why you would want to remove the texture and make the wall look cheap like so many of the newer homes being put up. – Just my humble opinion.
