Hi wendy I would fasten strappping to the concrete floor with concrete nails every 16 inches on center and strapping around the perimeter of the room laying the plywood the long way at right angles to the strapping . 3/4 inch styrofoam between the strapping then glue the 3/4 ” plywood down with pl 400 and use 1 1/4 screws
